Which files are affected by the Walled-Garden?

I suspect there is a problem with my Walled-Garden. I don't think changes to the list are being applied. Can anyone tell me: When an IP is added to this list what file(s) are those changes being written to? I'm wondering if I can resolve the problem by SSH into the router. If you know the answer please include both the file names and paths. Thank you for your help!

Thank you for your reply. I checked the .conf files and main.conf correctly reflects the sites in our walled-garden. The local.conf file is blank. Is this normal?
We setup Coova to provide wireless internet access for our patrons. Any sites we host internally has to be added to the walled-garden in order for our patrons to be able to access the site. We recently began hosting our main website internally. I added the internal IP address of our website to the walled-garden but we are still unable to access this site from our wireless network. Does anyone have any ideas why we can't access our site? Any other places I should be looking?

Review the .conf files in /etc/chilli/
