Upload limiting problem

Hello...
I was using coova 1.0.14 on debian and was experiencing upload bandwidth limiting problem.
So i switched to 1.2.2 to test new version but still experiencing problem.
Just made a new test.
on chilli_query it is my login info
xx-xx-xx-xx-xx x.x.x.x pass 4b8e16d90000000c 1 7798 6/0 6/0 2722/0 3236/0 0 0 0/5000000 0/10000000

I tested download first and it was limited to 10mbit.working as it should be.. Then tested upload and no limit.. it was transferring with 100 mbit.

Any ideas what might be wrong about it??

update

Now i continued to test...
I changed downlaod and upload wispr parameters
voila.. wispr-up controls download speed wispr-down controls upload speed.
But still if i set wispr-up as 50.000.000 it limits it to 50 mbit but if i set wispr to for ex 1.000.000 it limits it to 2 mbit instead of 1.
xx-xx-xx-xx-xx x.x.x.x pass 4b8e1d330000000c 1 7798 99/0 56/0 4507087/0 41967917/0 0 0 1/100000000 99/1000000 http://1.1.1.1/

for example in this situation i was uploading with 2mbit.very very strange
this sounds like a calculation problem to me

edit:
now making another test.. limited both upload and download to 1.000.000 bits..
while transfer...
xx-xx-xx-xx-xx x.x.x.x pass 4b8e21260000000c 1 7798 48/0 1/0 4757101/0 4755507/0 0 0 99/1000000 99/1000000 http://1.1.1.1/

what is that 99/1000000 99% of the line?? but in that time it was uploading with 50mbit..
by the way coova is running on a 1G ethernet line.

latest edit:
As i see it never controls upload rate.. Upload limits by downloads saturation because of ack packets as i guess. But no parameter effects upload speed.
